Strava KOM Notifier Service

Use this service to watch any position in the top ten efforts on a Strava segment, and receive an email notification if that position changes.

The KOM notification service is currently offline since Strava shut off their V1/V2 API at the end of June. I am currently working on updating the code to use their new V3 API. The new API offers less functionality, so it's unclear at this point whether or not all the tools will work with the new API. For additional details see Strava's blog post here.
